Short answer: Yes, Singapore citizens and PRs can buy Johor property, but as foreign buyers they need Johor State Authority consent, and the commonly reported price floor for most residential purchases is RM1 million (NST, April 2026; SpeedHome, October 2026). CPF savings cannot be used for it (CPF Board via AskGov), federal stamp duty on the transfer is reported as a flat 8% for non-citizens from 1 January 2026, and Johor added a state levy from 1 July 2025. Plan for roughly a 30% cash deposit, a ringgit loan or a Singapore overseas-property loan, and a commute that depends on the Causeway until the RTS Link opens.

Can a Singaporean buy property in Johor?

Yes. There is no ban on Singaporeans owning Johor property, but every purchase by a non-citizen needs prior State Authority consent, usually applied for by your lawyer after the Sale and Purchase Agreement is signed. Reported waiting times vary, from about one to three months and in some accounts up to about six.

Some categories are generally closed to foreign buyers, such as low-cost and medium-cost housing, Bumiputera-reserved units and Malay Reserved Land. The full list, the consent process and the timeline are in Can foreigners and Singaporeans buy property in Johor?.

What is the minimum price a foreigner can pay?

Several recent sources give the same general rule: RM1 million for strata (condo and serviced apartment) purchases, with a higher RM2 million line for landed homes in designated international zones such as Iskandar Puteri and Medini (Far Capital, August 2026; SpeedHome, October 2026). Some developers obtain special approval to sell units below RM1 million to foreigners.

There is a catch on the way out. NST (April 2026) reports that foreigners who bought below RM1 million can only resell to Malaysians if the value stays under RM1 million, which some consultants call a “liquidity trap”. If you are considering a sub-RM1 million unit, ask your lawyer and the developer in writing what the approval conditions are and who you may sell to later. See freehold vs leasehold and project due diligence for what else to check.

What will I pay on top of the price?

How do I finance it, and can I use CPF?

You cannot use CPF. The CPF Board says CPF savings can only be used to buy property in Singapore, so the deposit, stamp duty and levy come from cash.

Two loan routes are usually discussed:

If you borrow from a Singapore financial institution, MAS says its Total Debt Servicing Ratio framework covers loans for property purchases “whether in Singapore or overseas” (MAS, 2014 parliamentary reply), and the TDSR cap is 55% of monthly income (MAS). In practice your existing Singapore mortgage counts. The detail, including documents banks ask for, is in Can Singaporeans use CPF or a Singapore loan?.

What Singapore rules apply when I own property overseas?

How will I commute, and do I need a VEP for my car?

Until the RTS Link opens, the daily route is the Causeway or Second Link by car, bus or on foot through the CIQ. Singapore-registered cars entering Malaysia need a Vehicle Entry Permit: an RFID tag at RM10, valid five years, with enforcement from 1 July 2025 and a RM300 fine reported for vehicles without a valid one (Malay Mail). Step-by-step application and peak-hour advice are in Living in Johor, working in Singapore.

The RTS Link, a rail shuttle between Bukit Chagar and Woodlands North, is now targeted for February 2027 (announced 2 October 2026, subject to safety certification and approvals), and fares are still to be announced by both governments. Read RTS Link explained and, for units close to the checkpoint, property near the RTS Link, CIQ and RTS area and JB CIQ and RTS. If you want a home with a separate work or rental space, see dual-key property.

What are the risks?

Choosing between launch and resale stock is covered in new launch vs subsale. Projects near the checkpoint that readers ask about include Exsim Causewayz Square (serviced apartments near JB CIQ, with dual-key layouts) and R&F Princess Cove Phase 3 (linked to R&F Mall, about 650m from JB CIQ). What should I do first? A checklist

  1. Decide the purpose: living, commuting, rental or a mix.
  2. Check your Singapore position: HDB MOP status, existing loans and your TDSR.
  3. Set a ringgit budget above RM1 million for strata, with cash for the deposit and fees.
  4. Ask your Singapore bank and a Malaysian bank what they will lend, and on what income.
  5. Shortlist areas by commute, then test the commute at peak times.
  6. Ask for each project’s approval conditions, resale limits and supply nearby.
  7. Get a Malaysian lawyer’s written quote that includes consent, levy and loan costs.
  8. If you drive, apply for the VEP early.
